Background -
The purchase of oats has always been a subject of many controversies. Up until now, the RWITC committee was handling the purchase, checking and storage of the oats and supplying the same to the various trainers. The logic was that since RWITC collected the funds from owners (BTF,etc), and were able to buy in bulk, the price would be favorable. Also, RWITC has the infrastructure and manpower to handle such an important task of procurement, checking and storage of a key ingredient to the horse's daily diet. The prices and quality of oats can be very tricky and over the past years RWITC has developed an expertise in this field. This working group was almost always headed by the chairman of RWITC with members from Trainers Association(WITA) and WIRHOA.
Present scenario -
At our meeting with the RWITC committee on 28th April 2008, we were suddenly informed that they no longer wished to handle this department and that WIRHOA should take it over with immediate effect. We argued that we neither had the expertise nor the infrastructure/manpower to handle such a crucial task. We suggested that the Oats working group comprise of 2 members each from the RWITC committee, WITA and WIRHOA, headed ofcourse by a member of the RWITC committee as in the past. This was turned down as they said that none of the elected members of the RWITC committee wished to handle the oats issue and be a part of the working group. We also informed them that our (WIRHOA) committee had discussed this on several occasions and had unanimously decided that status quo be maintained and our proposal of 2 members from each committee including WIRHOA form a working group. Since the meeting, we have repeatedly been informed in writing that WIRHOA has to take over the oats issue and start purchasing, billing etc. directly.
Our stand -
As suggested, a working group be formed of 2 members each from WIRHOA and WITA headed by a member of the RWITC committee. WIRHOA would play a role in fixation of the price and placing of orders/schedules and WITA being the actual end user, would do the quality check of the oats since they are already handling other similar items such as bedding, Lucerne, etc. Lastly, RWITC would make available their infrastructure/manpower to facilitate the working group and carry out the distribution.
